From 18th July 2015 to 20th September 2015 (no meeting in August) there have been entries on our systems for Hale Village. I have summarised the entries to make it easier to get an overview. They are not in date order

Due to staff changes the Beat Managers for the Hale Village area are now PC 5320 Sara Melling and PC 5734 Chris Martin and supervision is Sergeant 3815 Karen Jackson.

Overall the figures for Hale Village have been very good. Without tempting fate the numbers for most crime and incident have reduced on previous years. I am just thinking here of farmers field fires. We have had numerous ones in previous years but this year just a few. Burglaries, Thefts and other serious crimes are all down. We are not complacent and will continue to bring the figures down across all police-related issues.

We have now been working the new duty structure for almost a month now and, although still early days, there are some benefits to this for members of the public.. As always we aim to be visible to you but if you find an issue occurring that we have not noticed or has not been brought to our attention please get in touch (see below)

On 10th September 2015 in conjunction with our colleagues from Merseyside Police we had a joint exercise to try and reduce the problem of illegally used and mainly off road motorbikes. Interestingly and for whatever reasons Widnes Police did not have any seizures on this day. The efforts to continue to combat this danger and nuisance will continue.

While our speed detection equipment was away for annual recalibration the speed assessment gun was used on Hale Road – near the chicane on 26th August 2015 and 6 drivers received warning letters from Cheshire Police for allegedly exceeding the limit.

On 19th September 2015 the portable speed detecting equipment was again used on Hale Road – near Baileys Lane and two drivers were reported for prosecution with one captured at 37 and the other at 43mph.

We will carry out enforcement whenever we can.

Since the last meeting I attended to both of the Grundy Skip depots on Pickering’s Road Halebank and Ditton Road. We were asked to point out that these two companies – albeit with the same family name, trade and operate as two separate companies. One of these is Grundy’s Excavation on Ditton Road and they operate plus 20 tonne vehicles usually carrying top soil, rubble etc. and then there is Grundy Skip Hire on Pickering’s Road who deliver, transport and collect empty and full skips to residential and commercial premises.

I advised both companies of the concerns of residents via the Parish Council meetings. I said both companies needed to be aware of the speed and the security of the loads and, where possible to avoid Hale Village if they are able to.

Grundy’s Excavation said all of their vehicles have their company name and logo on them and that they are tracked. Their drivers have been asked NOT to use Hale Village and if any of these are sighted going through Hale Village that the driver will be spoken to and asked for an explanation. Please report any details to me showing correct vehicle registration mark and date and time and I will speak with this company. Please bear in mind the avoidance of Hale Village by this company is only a good will gesture and not presently legally enforceable.

I visited Grundy’s Skip Hire (GSH) and advised as above and was assured they only use Hale Village if they need to and that all loads should be secured. Again please let me know of any issues with this company and get details as above if any loads are not secured.

Once again on numerous occasions both I and members of the public have reported fly tipping on Carr Lane, Ramsbrook Lane, Church Road and Baileys Lane to Halton Borough Council. Thankfully the council have moved the rubbish quickly in order to reduce the “broken window” effect. (Others leaving more)

The roads outside of the main entrance to Hale Village school now have single yellow waiting restrictions in place and plates on nearby posts show the times these are in force. We will initially warn drivers with advisory note and speaking with them and will then enforce. I have attended Hale Primary school on a number of occasions to check for any issues in general. Regular checks and patrols were made of the village by colleagues.

Over the coming weeks the Police Community Support Officers will be out and about visiting business premises and residential addresses to support Operation Shield phase 2 – security marking system – though the areas for this are still being decided.

We want to encourage even more information – intelligence that we gather. If residents are not confident in passing their details to us they can call Crimestoppers on 0800 555111 – they won’t ask for your details and the information will still reach us. We would rather they have the confidence in us and the system as the callers’ details are “sanitized” from all the intelligence reports. I.e. suspicious goings on/suspicious persons/vehicles, smells of cannabis etc. if reporting vehicles or persons try and obtain details such as vehicle registration marks; clothing descriptions etc – if you have a mobile with you many have voice recorders.

We are hoping the Parish Council, school, church, businesses and residents are encouraged and reassured by the report however if you have any questions please do not hesitate to get in touch.

I would like to promote the Cheshire police ALERT system more as presently we only have about a dozen subscribers – this system is geared up similar to a homewatch scheme whereby businesses or households can choose to be alerted on matters that you want – such as scams, bogus callers, etc. and by which method you choose such as text, phone call, email etc. There is more information on our website or via

Remember 999 calls are for emergencies only and these cover matters such as but not limited to:

• there is a danger to life

• violence is used or threatened

• a serious crime (violent crime/burglary) is in progress or likely to occur

• a suspect for a serious crime is nearby

• there is a road traffic collision involving personal injury or danger to other road users

• a vulnerable person needs urgent attention

• Our 999 call handlers strive to answer all calls within 10 seconds

Non-emergencies

For non-emergency calls, call 101. Using 999 for general enquiries may delay response to someone who needs urgent assistance. You should dial 101 (the non-emergency number) if:

• you want to report a crime or criminal damage that is not in progress at the time of your call

• you want to report a minor road traffic collision

• you want to contact your local police officer

• you want to enquire about lost property or provide information to the police

• you need information or advice
