HALE VILLAGE PARISH COUNCIL (and Working Together) MEETING 19th February 2018

From a.m. 31st January 2018 to a.m. 19thth February 2018 the following entries are recorded on our systems for Hale Village. I have summarised the entries to make it easier to get an overview. They are not always in date order and details are omitted as needed. The date shown is usually the reported date and not necessarily the date of the incident though it often is.

The figure in the bracket, if shown, is the preceding months report. Please note the figures below are only since the last report was prepared on 30th January 2018 so half a month.

As part of the “Working Together” initiative there will be time set aside for any meeting any residents wish to have in private with the local PCSO just prior to the Parish Council meeting and we thank the Parish Council for allowing this. Overview and Crime

There are a number of repeated points generated in the reports. I do think these are an important part of the report especially for first time readers. I want to record my/our appreciation to HaleVillageOnline website for posting these reports for publicity to a wider audience.

We do our best to ensure as much crime and anti-social behaviour is prevented and where it occurs to try and get those responsible. The villagers are increasingly helping us to achieve this objective by reporting matters such as suspicious persons, vehicles etc. A number of the calls are testimony to the fact villagers do have the confidence to call us and allow us to deal with the incidents, hopefully preventing more serious incidents occurring.

You do not need to remain anonymous. This is obviously your choice but we can assure you your details are secure.

I have and do patrol across the village as much as my duties allow. I also do some patrolling in the Halebank area. I know my PCSO and Police Officer colleagues also pay attention to the area when I am on leave or rest days.

Again, when possible I have tried to cover some of the smaller, quieter inner roads as well. I have conducted patrols across the village from up near the border with Speke to Halegate Road and including the arterial routes. I also try to call into some of the residents or businesses in the remoter areas such as Ramsbrook Lane, Baileys Lane etc. If you see me say hello!

As always we aim to be visible to you but if you find an issue occurring that we have not noticed or has not been brought to our attention please get in touch (see below).

I want, and the supervision want us to be able to engage and update the residents who are unable to come to the parish council meetings perhaps due to age or disabilities so, if you know of any who would like a visit get in touch. I am so pleased to see the village hall in all its glory! What a great asset you now have. I have been able to look around the venue and I know that this hall will be put to some great use. On this topic I am pleased to say the Parish Council has allowed us the use of the hall so residents and others are able to come and see me or a colleague here on an even more regular basis and discuss any concerns or hear about issues that we may want to highlight. Generally this will be on Tuesdays at 11am with more days and times planned. Details will be made public as soon as possible.

Sorry to report we had a motor vehicle taken from an address on Arklow Drive overnight from 2300hrs to 0430hrs this morning, 19th. If you saw anything suspicious or have c.c.t.v which may assist please do get in touch on 101 quoting incident 73 of today 19th February 2018.

The good news was the pancake tossing event that PC Nicola Richards (Beat Manager) and I attended on Sunday 11th February. Organised and helped out by Mayor Jim Ross and the Freemen of Hale, the church and many other volunteers, this was what living in a village is all about. With the inclement weather I was very surprised just how many people turned up. Thank you to all involved – especially the young people who I am sure had such a fun few hours walking all the way to St. Mary’s Church and then being able to eat pancakes inside the church!

Statistics

The statistics in this report still remain low. The above is for half a month period. You may not realise just how much you keep the statistics low. You, the residents and your families, the school including teachers and pupils, businesses, St. Mary’s church and congregations and visitors alike. By being crime aware, looking out for each other and for reporting suspicious activity. Thank You!

Parking & Traffic issues

Patrolling continues around the “fruit tree” closes. I patrol on an Ad hoc basis around the school on both sides and drivers flouting the parking restriction will invariably receive a Fixed Penalty Notice. One Fixed Penalty Notice was issued today 19th February for a vehicle parked close to the school entrance on Hesketh Road. (Single yellow line).

We appreciate the cooperation given by the vast majority of residents/parents.

The ongoing Operational Order – Operation Scrambler which has and continues to be carried out by officers, with PC Vicki Abraham taking the lead, strives to try and reduce the number of incidents. An initiative is being used whereby Police Officers and PCSO’s can spray the offending motorbikes and riders with a view to obtaining future evidence of traffic offences. We have had a number of seizures of motorbikes since the last report but have not utilised the offender tagging agent spray.

If you have any information that could identify the riders or their addresses please do make contact with us. This is an ongoing operation and officers have had some good successes recently. We do know the reports of illegally used motorbikes, quads etc. will continue and along with this our responses will increase too.

Weight Limit

As Hale Village has a 7.5t weight restriction I will keep an eye on this to try and maintain low levels of transgressors. I have spoken with a few residents who have said they have noticed a good improvement. I must highlight that we do have a farm within the village restriction and there will be vehicles over the limit but, needing access, this is allowed. I have noted two vehicles over the limit but pleased to say they were visiting a local farm and, as such, no issues in this respect.

Speed Enforcement

Speed enforcement; usually carried out on Hale Road near Baileys Lane and Ramsbrook Lane. Enforcement has been carried out on Hale Road this week and Ramsbrook Lane today 19th with two drivers captured with our equipment called the TruCam device. I am aware the Safer Partnerships camera van has been active in Widnes and I will endeavour to encourage more use of this to assist us in Hale Village. Presently there is an issue which has prevented the deployment of this vehicle in the last week or two.

Wildlife & Rural matters

We are keeping our eyes and ears open for any reports of illegal wildlife activity. Please do report any suspicious activity to us – often such activity is carried out under the cover of darkness, telephone us on 101 and we will check. We did have a few reports of suspicious persons on the fields recently but these where checked were possible and found to be in order or no criminal offences.

Hale Estates ask persons not to trespass onto their land without permission.

Summary

Following on from the incident at Hale Park on Saturday 27th February 2018 where a car was broken into. We are following up CCTV enquiries and we will do everything within our power and ability to capture any offender/s. The victim is an elderly local resident and this crime has affected her badly. I had actually been foot patrolling significantly along the length and breadth of the village on that day, paying particular attention to Church Road turning area because of the car crime. Lo and behold it occurs in the park on a busy Saturday afternoon!

Widnes police have changed the way I work to enable me to spend more time in my area in recent weeks and I am hoping that more of you will notice my presence.

As said previously we are not complacent and will continue to try and bring the figures down across all police-related issues. Thanks go out to those residents for calling us up with suspicious activity and we hope the level of service you received was of a high standard.

We want to encourage even more information – intelligence that we gather. If residents are not confident in passing their details to us they can call Crimestoppers on 0800 555111 – they won’t ask for your details and the information will still reach us. We would rather they have the confidence in us and the system as the callers’ details are “sanitized” from all the intelligence reports. I.e. suspicious goings on/suspicious persons/vehicles, smells of cannabis etc. if reporting vehicles or persons try and obtain details such as vehicle registration marks; clothing descriptions etc. – if you have a mobile with you many have voice recorders.

We are hoping the Parish Council, school, church, businesses and residents are encouraged and reassured by the report however if you have any questions please do not hesitate to get in touch.

I would also like to promote the Cheshire police ALERT system further. We have very slightly increased our readership of this Alert system with 36 persons registered in the Hale Village area – thanks! This Alert system is geared up similar to a homewatch scheme whereby businesses or households can choose to be alerted on matters that you want – such as scams, bogus callers, etc. and by which method you choose such as text, phone call, email etc. There is more information on our website or via https://www.cheshirepolicealert.co.uk I am more than willing to help any resident or business get set up.

Remember 999 calls are for emergencies only and these cover matters such as but not limited to:

• there is a danger to life

• violence is used or threatened

• a serious crime (violent crime/burglary) is in progress or likely to occur

• a suspect for a serious crime is nearby

• there is a road traffic collision involving personal injury or danger to other road users

• a vulnerable person needs urgent attention

• Our 999 call handlers strive to answer all calls within 10 seconds

Non-emergencies

For non-emergency calls, call 101. Using 999 for general enquiries may delay response to someone who needs urgent assistance. You should dial 101 (the non-emergency number) if:

• you want to report a crime or criminal damage that is not in progress at the time of your call

• you want to report a minor road traffic collision

• you want to contact your local police officer

• you want to enquire about lost property or provide information to the police

• you need information or advice
