Firstly, apologies for not making the meeting again I was on duty but on a day shift.

Overview and Crime

There are a number of repeated points generated in the reports. I do think these are an important part of the report especially for first time readers. I want to record my/our appreciation to HaleVillageOnline website for posting these reports for publicity to a wider audience.

We do our best to ensure as much crime and anti-social behaviour is prevented and where it occurs to try and get those responsible. The villagers are increasingly helping us to achieve this objective by reporting matters such as suspicious persons, vehicles etc. A number of the calls are testimony to the fact villagers do have the confidence to call us and allow us to deal with the incidents, hopefully preventing more serious incidents occurring.

You do not need to remain anonymous. This is obviously your choice but we can assure you your details are secure.

I patrol across the village as much as my duties allow. I also do some patrolling in the Halebank area. Police Officer colleagues also pay attention to the area when I am on leave or rest days.

I have tried to cover some of the smaller, quieter inner roads as well. I have conducted patrols across the village from up near the border with Speke to Halegate Road and including the arterial routes. I also try to call into some of the residents or businesses in the remoter areas such as Ramsbrook Lane, Baileys Lane etc. If you see me say hello!

As always we aim to be visible to you but if you find an issue occurring that we have not noticed or has not been brought to our attention please get in touch (see below).

I want, and the supervision want us, to be able to engage and update the residents who are unable to come to the parish council meetings perhaps due to age or disabilities so, if you know of any who would like a visit get in touch. If you have relatives in the area that may be elderly or disabled I can visit them and update them etc. I am pleased to say the Parish Council has allowed us the use of the hall so residents and others are able to come and see me here on an even more regular basis and discuss any concerns or hear about issues that we may want to highlight. I am at the village hall on a regular basis and the dates and times are posted outside the hall and more dates and times are to be added. Remember I can also visit you if you prefer.

Following on from the incident of a drone being flown over the village during a couple of months ago I received a pleasant email from the person saying they may have been the person controlling it. We will be ensuring all legislation is complied with and the user appears to be keen to be a responsible person using this technology and will be in conversation with the police officers of Cheshire Police who have use of our drones and with Liverpool John Lennon Airport over boundaries etc. We will be mindful of further incidents in the area to ensure those using these items do so legally and responsibly.

Statistics

The statistics in this report are the lowest I can recall in all my time covering this area – which is very many years. For the past three months there were 59 “incidents” for the Hale Village area. Again down from the previous three months of over 70. In many of these cases it does not indicate a crime at all. One Anti-Social Behaviour incident across three month is an amazing statistic. With the Halloween and Bonfire nights we were anticipating some incidents as we often get a rise but, are very pleased indeed to have zero incidents in both Hale Village and Halebank areas for these events. You may not realise just how much you keep the statistics low. You, the residents and your families, the school including teachers and pupils, businesses, St. Mary’s church and congregations and visitors alike. By being crime aware, looking out for each other and for reporting suspicious activity. Thank You from all of us here at Cheshire Police and those residents who may have been fearing the evening times around these occasions.

Parking & Traffic issues

I patrol on an Ad hoc basis around the school on both sides and drivers flouting the parking restriction will invariably receive a Fixed Penalty Notice. I would ask that you show restraint, civility and patience when driving near and around the school. On the occasions I have visited I had not had to issue any Fixed Penalty Notices on Hesketh Road outside of the school or on Ireland Road There was a further incident connected with a recent vehicle in this area and I will report back on this when I am legally able.

When you do park I would ask you to bear in mind Pedestrians first and foremost and then, when you have left ample room for disabled persons, wheelchairs, prams, buggies etc. then you can think about you and your vehicle. Don’t put your vehicle in a position where there could be doubt as to whether it could cause an obstruction. If you can, please walk and leave your vehicle a little further away if there is a better location. I have and will try to watch the situation again around this and other areas in case parking issues worsen.

The ongoing Operational Order – Operation Scrambler which has and continues to be carried out by officers. An initiative is being used whereby Police Officers and PCSO’s can spray the offending motorbikes and riders with a view to obtaining future evidence of traffic offences. If you have any information that could identify the riders or their addresses please do make contact with us. This is an ongoing operation and officers have had some good successes recently. We do know the reports of illegally used motorbikes, quads etc. will continue and along with this our responses will increase too. This period we have off road bikes on Baileys Lane.

Albeit a Local Authority issue – fly tipping on our roads can cause a hazard and officers have been checking on two areas in particular, Ramsbrook Lane and Carr Lane to try and capture or deter the offenders.

We have a few events coming up in the village such as the crib ceremony on Sunday 9th December 2018 (please keep to the area closest the crib when gathering here) and it was a pleasure to cover the Remembrance Sunday event on 11th November 2018

On the run up to the colder weather we need to remind drivers again to NOT DEFROST VEHICLES WITH THE ENGINE UNATTENDED AND ENGINE RUNNING. Not only is this illegal if you had your vehicle stolen as a result you would almost certainly not get full insurance payment due to you not taking proper precautions.

Weight Limit

As Hale Village has a 7.5t weight restriction I will keep an eye on this to try and maintain low levels of transgressors. I must highlight that we do have a farm within the village restriction and there will be vehicles over the limit but, needing access, this is allowed. No reports of any vehicles causing issues this period to me directly.

Speed Enforcement

Speed enforcement is usually carried out on Hale Road and Ramsbrook Lane. Enforcement has been carried out a few times this reporting period most recently 18th November 2018 with no captures on Hale Road (near to the “S” bend). In response to a number of requests I have varied the times of enforcement to try and have a broader capture period. Enforcement will continue and please do report any concerns you have. We have requested additional resources from HQ to combat roads policing issues. I have also had a response from Halton Borough Council saying basically there is nothing further can be done to assist with speed reduction on Hale Road.

Wildlife & Rural matters

We are keeping our eyes and ears open for any reports of illegal wildlife activity. I gave out 50 questionnaires, mostly in Hale Village with some in Halebank a couple of months ago, asking residents and business users about rural and wildlife crime. This initiative is the first part of a process to establish a better service for those that live and/ or work in some of the more rural areas. Please do report any suspicious activity to us – often such activity is carried out under the cover of darkness, telephone us on 101 and we will check. Hale Estates ask persons not to trespass onto their land without permission.

Summary

We want to encourage even more information – intelligence that we gather. If residents are not confident in passing their details to us they can call Crimestoppers on 0800 555111 – they won’t ask for your details and the information will still reach us. We would rather they have the confidence in us and the system as the callers’ details are “sanitized” from all the intelligence reports. I.e. suspicious goings on/suspicious persons/vehicles, smells of cannabis etc. if reporting vehicles or persons try and obtain details such as vehicle registration marks; clothing descriptions etc. – if you have a mobile with you many have voice recorders.

We are hoping the Parish Council, school, church, businesses and residents are encouraged and reassured by the report however if you have any questions please do not hesitate to get in touch.

Remember 999 calls are for emergencies only and these cover matters such as but not limited to:

• there is a danger to life

• violence is used or threatened

• a serious crime (violent crime/burglary) is in progress or likely to occur

• a suspect for a serious crime is nearby

• there is a road traffic collision involving personal injury or danger to other road users

• a vulnerable person needs urgent attention

• Our 999 call handlers strive to answer all calls within 10 seconds

Non-emergencies

For non-emergency calls, call 101. Using 999 for general enquiries may delay response to someone who needs urgent assistance. You should dial 101 (the non-emergency number) if:

• you want to report a crime or criminal damage that is not in progress at the time of your call

• you want to report a minor road traffic collision
